There are numerous restrictions on what sort of material may be shipped through the mail system. Most often, any sort of flammable or pressurized material will not be allowed. Individual citizens are generally prohibited from shipping any such materials, even through private carriers. The reasons for this have to do with safety, principally, as the shipping company may well expose the materials to hot and cold temperatures and other hazards for sensitive items.

Cigar lighters are most commonly of the butane variety. This fuel is a high-pressure gas which is kept in canisters. The lighters are filled by holding the canister to a seal at the base of the device and depressing the can to release the butane. The pressure and the flammability of the gas make it a hazardous item and, as such, subject to shipping restrictions. Users may have some difficulty shipping these items depending upon local regulations. Butane lighters will almost never come filled. This is because the lighter itself is safe to use and fill with butane but not necessarily to ship filled. These determinations are made by the postal authorities in one's country but, in most cases, they will be considered hazardous items. This may seem a bit overblown but consider the consequences. If the delivery person doesn't know there is pressurized gas in their load, they may end up taking dangerous risks when handling the items. Ordering a cigar lighter means picking up fuel for when it arrives. Some shippers may have special arrangements that allow them to transport this fuel but, most often, this is not the case. Individuals will likely have to purchase fuel separately. If one has ordered a high-end lighter such as a Nebo, it pays to buy high-end fuel to go with it. Cheaper fuels have more impurities which may compromise performance and negate the advantages of having bought an expensive lighter. When one orders a lighter, one should count on purchasing a can of fuel. Purchase high-end fuel for good lighters. Fuel is rated by impurity content. The lower the impurity content, the better, obviously. Better fuel results in better performance all around. Ask the vendor what fuel they recommend. Just remember that there will be no fuel in the lighter when it arrives, no matter sort of butane that the seller recommends that one fill it with!
